When thinking about wasteful overhead, you are giving in to propaganda. The indirect costs on federal grants are carefully negotiated. Failure to distribute indirect costs starves the supports for research (replacing computers, funding academic offices & utilities), ultimately causing it to fail.

I appreciated that the NEA was the only federal grant maker (that I knew of) who would work through draft proposals with potential grantees. That they are being forced to do this is despicable.
