I think what the article is trying to do is say that deregulation = neoliberalism, which is pretty sketchy. Yes Klein is saying de-regulate but he's saying it so the government is not hamstrung by rules so that it can accomplish goals (not deregulation of corporate pursuits).

Isn't that one of the ways fascism gains public support, because it allows leaders to take fast unilateral action and they do a little infrastructure basically as a form of self-aggrandizing propaganda? I'm not impressed by this. They have public services in Europe without fascism.
Here's an idea, if you want to treat everything as an emergency, then run this like an emergency room. Triage, prioritize, stop the bleeding, get air to those in need, specialize teams to stabilize, get the case to those who can provide the best long-term care with our limited resources.
