Yeah unless we physically catch them in the act on camera, we can't get a search warrant. I'm looking into PI options and might have to start a GFM once I figure out costs.

Hey, if you know the location he's being held at, can you report animal abuse and request a wellness check on the animal in question? If multiple people from neighboring addresses give compatible reports to the right authorities, they may come out for the animal. Once they scan his chip...

If it were my cat, I wouldn't be above a little B&E to get him back myself, at this point. Turnabout is fair play. He needs a restraining order vs those psychos and a full time cat bodyguard. Good luck!
