This is incorrect; Eutelsat has no plans to replace Starlink in Ukraine. Eutelsat's LEO network (600 satellites) is inferior to Starlink's (6,000), in both numbers and technology. France also lacks the logistics to deploy 20,000-40,000 terminals in a warzone environment.
No, he's an oligarch. He said the 'Ukrainian front line would collapse if Starlink is turned off', which is absolutely a veiled threat. His defenders will pathetically and predictably claim he's just stating a fact.
As I mentioned, multiple governments now fund the Starlink service after Musk requested their contribution in 2022, a reasonable ask for a private company unable to sustain free provision indefinitely.

Around 40,000 Starlink terminals on Ukraine territory now. Eutelstat, with some 2,000 there, will be collaborating to build more and expects to reach 40,000 within "probably a couple of months," according to CEO Eva Berneke. Also, they use few but much higher orbit satellites.

Crucially, Starlink has confirmed it won’t exit Ukraine, despite Musk’s war stance disagreements
Ultimately, he’s a businessman, and with Starlink in Ukraine being funded by multiple governments, he has no reason to terminate a profitable deal.
