I’m pretty sure you Congress can’t just change the constitution without a convention and the approval of a very large majority of the states. From my living memory, I remember something about an amendment to codify equal rights for women failing to secure the necessary support.
I understand a lot of people claiming this is a waste of time and performative. But we also never believed the supreme court would grant Trump immunity from criminal acts and cover for him on what an official act was.

Congress can make change proposals if ⅔ of both sides agree.
ERA didn't pass because enough states didn't ratify.
