Hadn’t heard this until now. His book, The High Cost of Free Parking, certainly made an impact in Minneapolis.

RIP Professor Shoup. I'm one of the many people whose lives he changed through his insight and generosity. He had an almost comical dedication to fielding every last email requesting his counsel, whether from a city council halfway around the world or a random reporter like me.
