in terms of the referenced item, the answer is extremely obvious! you would do it by following the law, which is that men and women are separated for insurance purposes by their gender, and the GRC they are discussing HAS THE PURPOSE OF DOING EXACTLY THAT, specifying the individual's gender

Even if they believe there are biological determinants of driving safety... I mean, if it comes from testosterone, it shouldn't apply to trans women on HRT.

why does it HAVE to be biological? what is it about driving that i am not seeing that makes the difference one of a specifically gonadal or hormonal or genetic nature, which are the three systems where primary sex differences express themselves?
