It is corruption of soul. Like Marco Rubio, who was somewhat princibled Republican - ie. supporting Ukraine - up till he wanted more to be Secretary of State for Trump. He - like Waltz - propably told themselves they can rein Trump, but are slowly finding out, that this quest will claim their soul.

This type of response was called "switching the track" in the post-Soviet criminal world. Basically, it means not just avoiding a direct answer by any means necessary, but actually blaming the previous person, the victim, or the opponent for the dumbest thing possible.

There are a lot of different techniques, like the well-known whataboutism, for example. But the main way to spot someone switching the track is simple: instead direct answer you get a shit.
