The US was giving satellite surveillance and electronic message intercepts (radio & phone communications). The satellites were providing accurate targeting information. Publicly, the Biden administration said don't attack the refineries, but privately, the US gave exact information about location.

Normally, the ZSU surveillance drones will pick up on any troop movements so there should have been a warning. I read a report that Russian troops traveled through the oil pipeline tunnels for a surprise attack. I don't know enough details about this, however.
