You should be able to drive/bus between all the islands in the OH, Shetland (except Fair Isle) and Orkney, The IH should have bridges connecting to the mainland even if it involves island hopping (I.e. Islay-Jura-Slate islands-Mainland), I’d even go as far to extend rail onto Skye
