They had to send their folks abroad in the 80s to train them. They only had the wherewithal to build 20 years after Deng. But they have caught up with a vengeance now. They have the will, the talent and the $ now. So ~ 40 years.

Sure, both are pretty authoritarian. My guess would be you'll find way more similarities in Nazi Germany or Imperial Japan tho.
