How many teams are great at drafting and developing both pitching and hitting?

Argument for Houston and Philadelphia given they utilized high ranking prospects on both sides of the ball to make World Series type acquisitions.
2. The Dodgers and Philly do match.
Since 2016 (Jerry's beginning) those teams combine for:
- 13/16 World Series participants
- 5 WS Winners
- 33 Division Titles
The Mariners have... zero.
Dodgers has been more external lately, but the majority of this list is draft and develop.

I'm seriously wondering how many teams develop both at an elite level, and if the M's situation is out of the ordinary.
I know we have an issue at the mlb level.
This was about drafting and developing.
Now which of these do one or the other at an elite level?
Tampa - Pitching
Cleveland - Pitching
Minnesota - Hitting
Atlanta - Hitting
Washington - Used high end players to build farm of both
Dodgers - Pitching
Milwaukee - Hitting
I'm wondering if teams do both hitting and pitching simultaneously.
I listed their primary strengths. All of those teams have had better well rounded success than the Mariners have since 2016.
And only two of them are assisted with high end spending.
So, in your opinion, where is our main issue? Drafting and developing hitting or trading appropriately? Both?
(I already know ownership sucks at spending)
