A perfect world if you're looking to keep people suspicious and unwilling to engage in collective action.

Add ubiquitous surveillance (like all that bodycam footage in Ohio that's pay-to-play only) and you don't have to worry about most forms of popular uprising.

Is this email actually from my department chair? Have I really reserved a hotel room? Is this a real link, or a phishing attempt, or my employeer spoofing a phishing attempt so they can ding me for clicking on it? A constant drain on our time and energy for which we get nothing in return.

I had a stag night before my wedding. Gave my best man a list of names and emails to invite. One did not know my best man and was utterly convinced it was a sophisticated scam of some kind, until his girlfriend got him to check with me.

That was more than 10 years ago, it's so much worse now.
