Congress unconstitutionally included a deadline in the measure. That is not permitted under Article V. Enough states have ratified the amendment. It is the 28th amendment.

It is absurdly unlikely that this argument would hold any water in an attempt to do what you're saying he should do. There are plenty of things he could use his office to do in the next week but that's not one of them.

It would take two minutes. It would create a controversy and force the Supreme Court to declare women unequal. It would create a lot of press. It would be extremely valuable even if doomed to fail...which is not a foregone conclusion.

Why just assume what the courts would do? Why not make them do it. Make John Roberts stand in front of the nation and declare women and queers not equal? Why capitulate in advance to this court?

The issue is that he doesn't want to do anything to test the limits of the presidency. He insists on submitting to "norms" while ignoring that his successors need not have any such sense of responsibility.
