I don't understand why authoritarian regimes do this. (I've lived and researched in Cuba for many years, and my colleagues there complained about how they couldn't get passports or permission to travel abroad if they didn't tout the party line.) Wouldn't a dictator *want* their critics to leave??

No. Because what happens is they fly out to other countries where they can spill all of the tea. They want people going abroad and telling the world how awesome living under Dear Leader's loving protection is.

yeah in Cuba I used to refer to these types (sotto voce) as "regime intellectuals." Apologia and good behavior while abroad was the price for being able to travel. 😔 Vocal critics tended to stay abroad once they got a rare chance to travel -- because they feared being jailed upon return.
