not sure this de-problematises it, but it at least explains why the bbc countenanced it: i believe they didn't meet (or know of each other's existence) until they were adults.

also she was the one who was adopted. he lived with his birth mother and didn't know his dad. she lived with his dad but wasn't biologically related to him

Perhaps it's the acknowledgement of the difficulty.
I remember his advice to Ian Beale after his entire life fell apart "Well. There's no point crying about it".
