Where I am, half the cars on the road have no plates, and there are no plans to enforce that.
As a matter of fact, our car culture and fossil fuel-centered legislature is passing laws to eliminate penalties for driving without various registrations.
Sounds like Ontario. Losing your license, no insurance, no valid license plate, not paying fines.... Unless you run over someone no one even cares about your qualifications.
I noticed some have changed along my route but half of the drivers have no idea that white signs are regulatory and must be obeyed. I usually have to wave my arms & pretend to start walking before they decide to stop. Same thing at roundabouts. Need refresher driver training every couple of years.
You know it's bad when you understand how completely useless it is to put up a sign to remind drivers to stop for pedestrians.
Drivers don't tend to forget that they're supposed to stop for pedestrians at crosswalks. Drivers forget that pedestrians are human beings & that killing us would be wrong.

Kitchener has been adding pedestrian crossovers (with these signs) for some paths recently and they’ve made it so much easier to cross
