Sorry everyone: earlier we ran my story about one aspect of the creaking SEND system – noting the cost to councils of transport for SEND pupils by comparing it to road maintenance budgets. People whose view I trust on this said it felt oppositional/confrontational, so it's been re-written.

The big question is: why, unlike the general education bill or the NHS, are council tax payers at risk for social care and SEND?
Why isn’t it centrally funded according to demand through general taxation?
Council tax bills would be about a third of what they are now.
