No, on all those points historians will crucify him. Those are all administrative adjustments and the dental/pharma was only introduced after the most severe threats from the NDP who will get the credit from historians. JT will be remembered as one of the most inconsequential PM's.
I think you may have an unrealistic idea of what a prime minister can do… and of historians generally. Harper’s legacy was administrative, a tax cut and a GM sell-off. Literally, the entire legacy. Trudeau’s will be viewed akin to Pearson. Even Brian Mulroney stated that publicly. So, hard disagree.
