Do they read and speak well enough to understand and comprehend road signs, verbal directions from police officers, (or passengers)?

This is a legal requirement for CDL operators, and may be for regular licenses. Has to do with safety, not immigration status or accents or anything of that sort.

I think it’s one of those things where admitting this is an issue will also lead you to admitting these are jobs where people won’t pick up the language and thus will have a harder time integrating, as opposed to other low wage jobs with colleagues. And the claim by Uber/Lyft is the opposite

The Grab app (handles ride-hailing and many other on-demand services in SE Asia) has translation built in. Was very handy when traveling recently in Vietnam.

That is two-way translated text chat between driver and customer in the app. At the same time the expectations around texting and driving were pretty different, so maybe voice chat or just “here’s what language I’m most fluent in” is better.
