There are some US institutions included in the starter pack, but they seem to be mostly university archives / special collections so far. There may be other accounts out there that we haven't picked up on yet.

What's the difference between a list and a Starter Pack? Or is there a difference?

Starter packs are capped at 150 accounts, whereas lists are more open ended.

Starter packs are great for a quick 'follow all' option, as a way of showcasing themed accounts.

Lists are a useful way to create pinned feeds (unlike the starter packs), e.g. for archives - https://bsky.app/profile/did:plc:ftf7vbjjxo5a2evku73enyoe/lists/3lavezzkuda2s
