Those look like city staff or city-hired contractor vehicles, which is the usual failure point here. General motor traffic is kept out but police and staff aren't and that's still a LOT of cars. Was recently on a pedestrian only path in Central Park where NYPD was patrolling by driving their SUV
Maybe surprisingly we have several Woonerfs in SD, but in all of them you either get cars parked all over and/or cars driving way too fast thru them. This particular one was contractors, but often it's private vehicles.
This wouldn't be as bad if the vehicles staff use in these situations were right sized (so kei trucks with flatbeds generally) but of course that very rarely happens, you still get them in child crusher SUVs and pickups.
Note the car parking sign behind the bike parking sign. With well-designed shared streets, you don't have to wait for property owners to decommission their driveways to create pedestrian-centered public spaces.

Plus the area immediately below the reservoir is still being commandeered as a parking lot not just for city vehicles but for staff personal vehicles.
