Even with a clawback of all $4 billion in federal money, most of the project is state-funded. California will likely finish significant swaths on its own, but may need to shift game plan in the short and medium term to meet the original intent of the project.

With a smart enough person at the helm, you could find at least 10-15% savings on the project somewhere. As much as I like the project, California has only itself to blame for even talking about building HSR in 2025 when it should have been finished years ago.
