I didn't say foreign labour is unskilled. I said that UK employers import labour rather than pay the cost of domestic training. They are getting skilled and unskilled workers on the cheap from overseas.
It's not sustainable for the UK or for the countries of origin.
Furthermore studies prove that an influx of migrants doing the less skilled jobs have no influence on pay, when these are removed from workforce (see USA 1920s latinos farm workers) it just means they are replaced by mechanisation.
The UK research is inconclusive. Study outcomes are mixed: some say no impact and others that migrant workforce growth can depress wages in lower skill sectors and with certain regional impacts.
Also, information on the impact of the informal economy is sketchy.
What you said is: “Employers are choosing cheap foreign labour”. If you had bothered reading the article it explains that foreign born workers PAYE shows they pay to HMRC MORE TAXES than indigenous. Those are hard facts. There is also a minimum wage so no one should earn less than that.
You will have heard of seasonal agriculture. Abuse of overseas workers is rife. Min wage is meaningless when for example your gangmaster/employer deducts accommodation and equipment costs from your wages.

Apart from the fact that many of those things are nonsense. Including the idea that labour is cheap, labour isnt cheap, its actually quite expensive. We also hv employment law for a reason.
Some labour is cheaper than others. If you can import labour with tax/NI advantages and avoid the costs of apprenticeships, day release etc then you are saving labour costs.
UK employment law doesn't prevent such workforce cost manipulation.
UK employment law certainly has no provision for paying foreign labour any less especially as far as the min wage is concerned. As for NI/tax what arrangement are you referring to?

India is the biggest source or foreign labour to the UK and we just enhanced NI exemptions with India. Exemption does not extend to other countries.
Many firms pay migrant workers less than UK wage avg (inc less NI, pension contrib etc).
