Can anyone help with the specifics (not speculation please) of why Standard Assessment Procedure (SAP) sometimes gives a score for hybrids which is better than standalone heat pumps?

The energy price data baked into SAP was from 2012 (existing homes) and 2021 (newbuilds).
It has ~4x spark gap between gas and electricity. So heat pumps don't score as well as gas or hybrids and arent recommended in EPCs☹️
SAP also has scores for CO2 and Primary Energy.
To be updated in 2026-7.
