At my school, not only do they have access beforehand, they can actually carry over the whole course all the assignments, all the files, etc. from previous semesters.
So they just need to update due dates and any other fine tuning and it's good to go.
For me, when I was a TA last semester I was brand new and I was creating content on the fly for the labs I taught, partially in response to the professor's lectures. Which meant things did come out piecemeal. So there are circumstances where I can understand a slow roll out
My professors also have access and can "copy-paste" courses like you mentioned, but this guy is just a bit outdated or just not taking his position seriously 😑
