The Constitution can (and should) be amended as society evolves.
I'm really not sure why everyone is so opposed to ensuring our judiciary is as fair and impartial as possible.

I can articulate it rather well. lol
1. Write statutes with specific standards for the determination of venue and judicial assignment.
2. Automate those logistics to create the fairest, least biased scenario for every case.
