As far as I know, this IS legal since access to a lawyer isn't one of the rights that's guaranteed to non-citizens, which has frequently hit people who are just ACCUSED of not being documented. They get arrested and then it's an uphill battle for them to prove they're legal citizens without lawyers.

It's more complicated.

Access to a free lawyer in most criminal cases is guaranteed to non-citizens as well as citizens. But there is no civil Gideon, and deportation is civil, not criminal.

However, here, they're trying to deny lawyers who *want* to provide service the ability to do so. Insane.
