A statement is how a professional association updates due-paying members as to steps taken. A travel ban affects many members directly and changes calculus for others. Measures might include lobbying for visa exceptions or mitigations, extending withdrawal deadline, and reimbursing the excluded.

Many may recall the impact of the first ban in 2017. At ISA Baltimore there was a small protest and many did what they could to mark the absences. A lot of panels were missing speakers. Whatever the failings of leadership at the time, fair to say they were negotiating a fast-moving situation.

No such excuse this time round. Trump says the policy is coming back, his people are more cocksure and aggressive than before, and his mandate is stronger. Will the International Studies Association really only react once the order is signed, as if we couldn't see it coming?

Perhaps they believe the harm is priced in, and are relying on all the scholars who will be victimised to quietly cancel their plans without any formal statement or push-back from the association. If so, a massive and shameful dereliction of duty.

Some people have withdrawn preemptively. There are panel conversations about the ramifications and the Association's apparent disregard.

Apart from the immediate situation, a bad look for a guild that can't seem to decide whether it is actually international or just for North Americans and friends.
