Many do. You don't have to be a citizen to get an ITIN. It's done when you file taxes as a non-resident alien. Still they can't get the child tax credit or many other tax credits/deductions. They do pay taxes tho. Sales taxes, excise taxes, and property tax through their rent outside of income tax.

for the purposes of immigration? No. It's strictly compliance with tax law. Any immigrant acquiring an ITIN in this way is simply just trying to comply with tax law. Also having an ITIN can help you get a bank account as well as other things that would otherwise require a SSN.

Not all banks require an ITIN however. The larger banks recognize the need for travel based banking and is more prevalent than it had been in the past now that methods to transact are more internationally competitive.

I suspect that with this new cooperation between IRS and ICE will allow ICE the records to go after immigrants with made up tax payer ID numbers. That's where they will catch the most workers. Those with tax payer ID's not on record as being issued via legal immigration.

They can. You can request an ITIN when you file your return. This new policy shows why its not a good idea to do so, however, because now ICE can cross reference the IRS for deportation.
