One would think, but I'm not sure how it would work. It's not as easy to hide in the sea as in forests.

You can only really succéed if you have places where you can hide the boats. But unlike forests & mountains, satellites can usually pretty easy find places where ships can hide. It is among the reasons why piracy is overall in decline

So it sounds like it doesn't make sense then haha. Also, historically, the CPP was pretty bad with boats. They absolutely failed to smuggle in guns (by sea of course).

It's an interesting idea, but why is it wishful thinking? I feel like Ukraine demonstrates that it can be very difficult for a large external power to simply roll through another country. Isn't this just saying what that would look like for the Philippines?

The context of this documents is situating guerrilla war against a national government, not an external invader. The context is different when to he government is nominally legitimate. Also I'm not too sure how piracy as strategy would work in the Philippines.

Yeah, the context does shift it quite a bit. I think I mostly read through the sea based guerilla warfare and thought 'yeah, having those strategies in place (for a legitimate government) would be another deterrent against an aggressive foreign power.
