European countries certainly have the military capacity and capability to deploy a total of 25,000 troops to Ukraine (about 8,000 per rotation). This is a matter of lacking political will, not military means.

As much as I dislike Trump and his politics, but if Europeans cannot manage to show a willingness to stand up for their own security needs, why should Americans pay for it or even be involved. This is a pathetic response by European states. Sad.
As I’ve said before, the recent news is unsurprising, given that select European countries have still not managed to convincingly address first-order questions that are essential for securing the political mandate needed to push through such a deployment.
According ‘to the Times' sources briefed on the April 10 coalition meeting and follow-up discussions in Brussels, multiple defense ministers privately admitted the bloc would struggle to provide even 25,000 troops in total, citing manpower and funding shortages.’
Let‘s not forget how European nations had no problems to send troops to Afghanistan to help the "war on errorism". This time they would really doing it in their own interests.
