Everyone knows those estimates are not worth the paper they're written on. Now when I installed my geothermic system in 2023, the guys who did the drilling etc. kept to their estimate which was as binding for them as for me. Governments should do the same. Estimates should be binding.
Honesty doesn't cut the mustard. There must be a limit on overruns. Maybe also a premium on cost-cutting. But just giving companies carte blanche to screw the taxpayer is a recipe for ... well, screwing the taxpayer.
Fair. I think the process on justifying overruns, and the process on putting together the initial budget and projection needs to be better. Limit to overruns is I think unrealistic.
It makes no sense commercially. When my suppliers cock up their costs they lose the business, we don't keep throwing money at them for more massive overspending on new projects. Government contractors never seem to suffer for their own mismanagement.
But there is an energy security requirement that necessitates reliable domestically produced power, which only nuclear or carbon-based can currently generate.
The real question is why is it so expensive to build infrastructure in the UK?
