Having worked in banking for many years and gone through vetting processes many times I’m pretty sure you wouldn’t be hired if you had a ‘declared’ prison conviction…

Not exactly a ‘fit and proper’ person though. I have no idea what the people vetting would think as I’ve always answered “no” to questions on convictions so no idea how a “yes” would be treated. But banks have strong codes of conduct…

Having worked in said vetting (including at one of the institutions mentioned) we got police reports, so not just dependent on self declaration, you just needed someone to sign off. Drink driving convictions were so common in some areas, it almost seemed a requirement.

DBS reports have only been around since 2012 I think, so vetting for jobs before that might not have had a police report?

The police report was the pre-cursor of DBS. A statement of convictions. I never saw an offer withdrawn or fit and proper fail. Signed off, nature disregarded as not work related. 'We need him in the role, he's a strong performer, and this has not been impacted by events outside of work'.

Taking irrelevant considerations into account / failure to take all relevant considerations into account is a well established basis for overturning your commonsense meaning of things like "fit and proper"
