29k is a pretty decent wage, and you don't earn it with lots of jobs like TAs, retail, nurses at the lower bands of experience, etc. There are lots of vacancies for other jobs that don't meet that, like carers, in dire need than more people.
Even on a utilitarian POV, we push people away we need.

And why is it on one person salary? The partner could bump the household finances up with a job that still leaves time for childcare. This is just cruelty for the sake of avoiding bad headlines in the daily mail.
