Looks like the footprint is about 1/10 of an acre (I found the building on Google Earth at Passage Saint-Bernard and Rue de Candide in Paris). Smaller than many Single-Family Residential lots.

it's likely a spiral stair (not legal anywhere in the US)

Ah, ok. Regarding peoples safety as far as I know the European rules are rather stringent, so I'm sure it's unsprinklered f.e.. I'm not sure if we are talking about the same if we are talking about a spiral stairs and there is always second stair in these buildings. But not outside as in the US
