The problem is less about emissions per ship and much more about the sheer volume of ‘stuff’ that has to be shipped around the world. In simple terms the issue is overconsumption, and that extends way beyond CO2 emissions from ships.

A carbon tax specifically on ships is odd considering it's least carbon intensive means of transit. Wanting it to be cleaner makes sense with as much as it's used, but I guess there must be enough cost barriers for pivoting to air, road, or rail for it to not be a concern?

With the port restrictions NS Savanah faced, I've wondered about using something like an ocean going barge carrier. The ship with the reactor stays at an anchorage outside port control, releases the barges to local tugs for docking, and picks up more barges for the next leg immediately.
