Slight Problem here, each State controls the Practice of Medicine and Pharmacy within its own boundaries. You cannot "fine" someone for trying to uphold their own State Laws. You would need a Federal Law. It could be argued the NY Dr was acting as a Doctor in a State he was not licensed in.
