This order can be cancelled by the parliament and the opposition party lawmakers are assembling to the korean capitol. If they are blocked or arrested (which clearly is the pres. intent from the speech) then yes, absolutely self coup

Yes, they are blocking the parliament building before the lawmakers can assemble and absolutely will cancel the order if they can. This is not going to end well.

I mean, he essentially declared the opposition party lawmakers are north korean sympathizers. He will let only the lawmakers with "good standing" in. The opposition party leader calls for citizens to assemble. Yeah, great things will happen...

Can't imagine how this turns out well for the incumbent. You usually don't want to try a self-coup when you have low and declining popularity, the opposition controls parliament, and the population expects democracy and has recent experience forcing a president out through a mass movement.
