It's partially that but also that the soft power stuff in a lot of cases just helps people that they think are subhuman. Like these people fundamentally just want more people to die from HIV

Peace through strength = force is the only possible option . Either the US starts a gazillion wars and trade wars soon or will look completely impotent. Second one is probably more likely.
