That's weird- social security is a pension you pay into. You don't have to be a citizen or US resident to receive it. All you have to do is have worked in the US for a certain period of time (10 years?)

if you work in the US for 10 years as a nonresident alien, you can only claim benefits if the US has a totalization treaty with your country of citizenship
