I just went through them by hand. There hasn't been a single announcement that I've seen, but each of these is flagged on the individual grant page as being cancelled or discontinued.

A discontinuation example:

I went through each program page on the website. These all have flags announcing that they're cancelled (for current open apps) or will not be offered again.

FWIW looks like the sitemap at https://www.neh.gov/sitemap.xml?page=1 includes modified timestamps, can keep an eye on that to see if anything shows up marked '04-01'. These were all changed yesterday morning.
