RAs in other parts of Toronto have mounted a campaign asking for - you guessed it - more consultation, claiming that rezoning will happen without Council oversight. This is false. You can always count on the City to consult and they held over 25 meetings to get to this stage. You may have attended one. I don't see a specific letter from the Annex RA. They are a member of FoNTRA so they may agree with the relatively supportive letter.
