The guy who is lying about dead people receiving Social Security is also lying when he says he wont cut Social Security benefits for people who are alive.

That is the right question of course. These people assume (in bad faith, most know better I would guess) that everyone is incompetent and there are no systems that actually work. In reality, banks shut down accounts of the deceased very quickly.
