It's not the dabbling in fascism (see Russia too) so much as the fear for personal safety. For Qatar it was just a case of leaving the booze and rainbows at home.

There’s an embedded assumption here that they will be allowed to and that they will put their fandom over their patriotism and safety. Think Germany 1936 and Moscow 1980.
