I may be wrong, but IIUC the Lib of Congress is somewhat different in that the more replaceable parts of its collection can be removed from the Library temporarily by carefully vetted persons (a bit like getting a security clearance) and by congress members themselves.

It's just not that kind of library.
I bet a high school student with good grades & a letter from their congressman could get approved, but not most kids.
They don't even want you to have pens/pencils to write your own notes.
It is hard to think of a more labor-intensive way for kids to get their hands on a smutty book! They have the internet!
