In the Netherlands we call this "Canadian parking". No idea why we call it that. What would you call it?

Allowed by years of negligence from the police
Haarlem bijvoorbeeld:
'Residential Boulevard Parking ... allows residents ... to establish parking spaces in their front or side yards. These parking spaces can be either partially or entirely on city boulevard.'
They aren’t uniquely from Texas, but we just call them that and Texans find it odd, apparently.
It's banned in Quebec's Highway Safety Code. People can get fined for parking their vehicle on the sidewalk.

I've never seen this kind of behaviour growing up in Montreal. It's only in the last few years with the multiplication of Uber and Amazon deliveries, and also because the city is changing the design of streets by removing parking, enlarging sidewalks, etc.
