That aspect was my favorite part of the Imperial Radish, um, sorry, Radch series from the absolute very beginning - it really clocks you upside the head with a) you're in a completely different world; b) that totally makes sense.

Trump issued an executive order requiring the fed govt to use a definition of gender that would consider everyone female, because they don't understand how fetuses develop. At conception, all embryos are female, if you use the definition they are. Sexual differentiation happens later in development.

At least, this is my good faith attempt at explaining based on my understanding of events. Apologies if I've gotten the technical details wrong, I am *also* not an expert in fetal development, because I don't need to know that to respect someone's actual gender identity.
