It costs a bonus action. Which means it's virtually unusable for classes with lots of *other* bonus actions (monks and rogues, sometimes rangers). It's strictly tied to melee attacks, so won't see much use by backliners. And once a martial gets a feat or two, they have better uses for that BA.
