Is this in a browser?
Still there for me so far, albeit in the form of blobby icons rather than words. Does it show if you change from words to icons? (Settings/All settings/Button labels)

I tried switching from words to icons and vice versa: no difference. But the answer is to click the dots and then 'Switch to Advanced Toolbar'

It's now hiding in 'More'. Google, in their infinite wisdom, took the most useful feature of Gmail and decided it was time to add extra clicks to it.

For me it came with a pop-up tutorial a few days ago and I immediately put it back. Could be your text-not-icons theme interfered with the notification?
